- Based on qualifying bids to the Tournament of Champions (TOC) at the University of Kentucky (tournaments must supply bids within two weeks of the end of the tournament).
- A state tournament also may qualify its Top Six to the TOC if it has a qualifying tournament to advance or if it has more than 48 Congress contestants in open competition, and if the results are certified by March 15 with the University of Kentucky's debate office.
